This is a Cycad blue butterfly, a small butterfly.
Their caterpillars pose a threat to some of the wonderful Cycad plants. they have wonderful hindwings with tails...and it is thought that these, along with the dot. are supposed to represent a head, so a predator will target the fake head. they make this seem even more realistic by rubbing their hindwings making the tails move like a bobbing head. Clever stuff.
